Any Results, Partial or Otherwise?

Perhaps on another post could you do a bracketology class on tournament seeding? Are the initial pools chosen at random, or are they weighed (A being better than B, etc), or are the top teams distributed between pools so that in theory on the second day the top teams play each other? If they are weighed (either scenario), how is strength determined? Is there is a minimum talent level of a team to be eligible for a tourney?
